Odds were low that it would work, but what did I have to lose? I then created a OPNSense VGA image with Rufus and attached an external USB video card. I successfully got output in my Putty window, so the serial console was working but the boot simply *hung*. Using the pfSense Serial Console setup instructions found here, I was able to boot from the USB OPNSense Serial Image I created with Rufus on Windows. My first attempt used the OPNSense Serial image. My method was a little different, but I believe both the SG-2220 and SG-2440 have the same basic issue - the serial port is not at the io port address that the OPNSense installer expects it to be at. Inspired by a similar post about installing on a SG-2220 here. A summary of my method and issues installing on my SG-2440.
